This article discusses the main issues of the Gouvernment’s latest proposition called ”a satisfactory environment for living”. Discharge of nitrogen from antropogenic sources, especially from sewage treatment plants on the coast, is discussed. The National Swedish Environmental Protection Board, SNV, has claimed that 70 major sewage plants ought to be extended with efficient nitrogen removal treatment stages before 1995. Eutrophication is still the main problem in the coastal waters. In lakes and rivers acidification is the larger problem. The present proposed policy does not change that decided in 1988. It has lately been discussed if the traditional technical solutions should be supplemented by wetlands. The situation in our surrounding seas calls for both sewage plant extensions and large scale wetland restoration. The latter measure seems to be valid for storm water effluents, small rivers and agricultural streams.
